The U.S. and Mexico develop a plan to eliminate the source of raw opium

In order to eliminate the source of raw opium (or at least part of it), the U.S. and Mexican governments  start spraying poppy fields with Agent Orange. Since the amount of "Mexican Mud" in the U.S. drug market ends up declining afterward, the eradication plan is deemed to be a success . However, another source of heroin was found in the Golden Crescent area--Iran, Afghanistan and Pakistan, as a response to the decrease in availability of "Mexican Mud". This ultimately creates a dramatic upsurge in the production and trade of illegal heroin.
