A tobacco prevention program targeting children and adolescents is announced by Bill Clinton

President Bill Clinton announces a comprehensive program to prevent children and adolescents from smoking cigarettes or using smokeless tobacco, the first program of this kind in the United States. Under the plan, the Food and Drug Administration would regulate cigarettes as drug delivery devices for nicotine, making it more difficult for people who are underage to access them.
