Insite, the first legal supervised injection site in North America, opens in the downtown eastside part of Vancouver in 2003. It operates on a harm reduction model by providing a safe place for people who inject drugs and connecting them to health services. Its aim is to decrease the adverse health, social and economic consequences of drug use without requiring abstinence from drug use.
