The Department of Transportation's 2001 Appropriations Act is passed

In October 2000, the Department of Transportation's 2001 Appropriations Act was passed when both chambers of the U.S. Congress approved it and it was signed by President Bill Clinton. The Act states that all states must pass a .08 per se law by 2004 in order to keep their federal highway construction funds.
