The Federal Cigarette Labeling and Advertising Act of 1965 is passed

The Federal Cigarette Labeling and Advertising Act of 1965 required warning labels on cigarette packages. It also required the Federal Trade Commission to "report to Congress annually on the effectiveness of cigarette labeling, current cigarette advertising and promotion practices, and to make recommendations for legislation".
